Why we exist
Federal proposals are won on content but lost on mechanics — a volume over the page limit, a missing required section, an evaluator who couldn't find your discriminators. We built WinRFP AI because we lived that: years on capture and proposal teams for large federal pursuits, and too many late nights on compliance matrices and Red Teams.
Our goal is simple: take the mechanical hours out of responding to a solicitation — reading it, mapping every requirement, deciding bid/no-bid, drafting from your real evidence, and assembling a compliant, on-brand package — so your team spends its time on strategy and winning, not formatting.
“Can't I just do this with ChatGPT?”
It's the fair question, and the honest answer is: a general AI can help you draft a paragraph. It won't run a federal proposal. Here's the difference.
A workflow, not a one-off
Shredding a 100-page RFP and every amendment, building a compliance matrix, scoring bid/no-bid, drafting five sections, running a Pink/Red pass, and assembling a page-limit-compliant package — for every pursuit, with structure and memory. Doing that by hand in a chat window is hours of copy-paste with nothing carried over.
It learns your evidence
Your Knowledge Library — past performance, capability statements, key-personnel résumés — is what the AI drafts from. So the output reflects your company and discriminators, not generic boilerplate a blank model would invent.
It knows the domain
Section L / M, compliance matrices, Shipley-style bid/no-bid, federal formatting and page-limit validation are built in. A general model doesn't know to do any of that — or how an evaluator actually scores you.
It's safe to use
Unclassified proposal work, your data encrypted and isolated to your account, and never used to train a model — versus pasting proposal content into a consumer chatbot, which is a non-starter for most GovCon shops.
The LLM is a commodity. The value is the workflow, your evidence, and the domain expertise around it — which is exactly the part a general tool leaves you to figure out yourself.

Every output is a draft and a decision aid for a qualified human — flagged for review, verifiable line by line, never an auto-submission. WinRFP AI is scoped for unclassified solicitations and internal proposal materials. We design toward recognized security standards and are clear about what we have and haven't certified — we'd rather earn trust with candor than badges.
